Safe Systems Approach
As a result of the above findings, the appraisal team have taken a considered approach to potentially resolving the issues along P339 by considering the safe systems approach to road safety as shown in the figure below:
Figure 5-1: Safe Systems Approach
Considering the above, the interventions below would ensure that P339 is a safe facility, especially to the vulnerable road user.
Safe System Category | Intervention | Rating |
Safe Speed | Re-post the entire P339 to 60km/hr, from the R102 in the west to iPhala Road in the east. | 1 |
Safe Vehicles | Regular safety checks to be carried by the Authorities to ensure wider acknowledgement and accountability of car owners. | 0 |
Safe Road user | Approach community leaders to assist with road safety awareness campaigns with a view of community buy-in and adherence to the proposed facilities once implemented. | 0 |

It is felt, that once completed, the above interventions would create an environment whereby all road users would consider the facility safe, in that:
-
The cleared road reserve and reduced speed limit would reduce the angst which motorists currently feel whilst travelling along P339.
-
The footpaths will ensure that pedestrians are safely accommodated.
-
The traffic signals will ensure that vehicular and pedestrian movements are transferred safely through the interchange via set phasing.
-
The formalised PT facilities should be located such, to not interfere with the general operation of the interchange terminals.
-
Streetlighting will be installed with the signals and will generally enhance the overall safety of the interchange and the approaches along P339.
