Overall Observations

During the appraisal, it became apparent that there were several attributing factors within the hotspot area of influence which have a direct impact on the overall road safety within the interchange precinct and along P339. There isn’t a single item which could be identified and isolated as the main cause of the recent collisions. It is apparent that all the items listed below, combined, create an environment of a hazardous facility, which is clearly evident when observing the interaction between the road users.

The interchange ramp terminals are currently operating as public transport ranks during the peak hours, whereby commuters transfer from operator to operator to reach their destinations. These movements, combined with motorists trying to carry out safe manoeuvres to navigate through the interchange in between all the pedestrians is a recipe for disaster.

Motorists were observed getting extremely frustrated with the situation during the site visit which led to some undertaking risky manoeuvres to get through the interchange. This type of behaviour is extremely dangerous and is likely to result in further fatal collisions.
