INTRODUCTION
Impumelelo Consulting Engineers has been commissioned by the KwaZulu-Natal Department of Transport to undertake a Road Safety Appraisal on Provincial Road 21-1 from km 24 to km 35 before Mid-Illovo intersection, identifying any deficiencies and challenges in terms of road safety along these locations, with recommendations for their resolution.
This report relates to a Stage 6 – Road Safety Appraisal.
P21-1 is a major arterial road which links Camperdown and Mbumbulu. It also provides access to Mid Illovo as P469 come off P21-1. P21-1 is a two-way road which traverses between sugar cane farms.

The Audit Team is established from members of Impumelelo Consulting Engineers. The Audit Team have had no detailed involvement with the design of the subject under review.
The audit was carried out in accordance with the South African Road Safety Audit Manual, May 2012. Due to the nature of the road this audit can be considered a Stage 6 Road Safety Audit on an Existing Road as detailed in the Manual.
Whilst reference may be made to certain design standards, where safety may be compromised by a reduction in standard, this report is not intended to provide a design check. The Audit Team has only reported on matters that might have an adverse effect on road safety in the context of the chosen design. No attempt has been made to comment on the justification of the road or the appropriateness of the various elements. Consequently, the Auditors accept no responsibility for the existing layouts or configurations of the infrastructure.
The recommendations in this report refer to a means of overcoming a safety problem or comment. There are likely to be various similar solutions that the Client may consider. In providing the Client’s Response, discussion on possible solutions is expected.
The Client’s response to this Stage 6 - RSA should be formally recorded and reported to the RSA team so that a record of the Audit process is contained in the appropriate file.
