The KwaZulu-Natal-Department of Transport is responsible for the implementation and monitoring of the Road Safety on provincial roads.
Purpose of the Road Safety Appraisal
As stated in the South African Road Safety Audit (SARSA) Manual, a Stage 6 Safety Audit on Existing Roads (Road Safety Appraisals) has the following objectives:
Road Safety Appraisal Process
The appraisal process follows the steps shown on the flow chart (Figure 3.1 in the Road Safety Audit Manual) on the next page, making appropriate adjustments for the site-specific conditions as required by the special case of an existing road.

A risk assessment analysis was carried out for each of the items listed and as required in accordance with the SARSA Manual.

There was no available data from the client during the audit, however we have managed to source some record from the nearest police station at Mid-Illovo.
Speed Profiles
The general speed on P21-1 is 100 km/h, from our observation during our site visit it was observed that many drivers were driving more than the general speed.
