INTRODUCTION
Royal HaskoningDHV has been commissioned by the KwaZulu Natal Department of Transport to undertake a Road Safety Appraisal on Provincial Road P15-1 from km 9 to km 20 which is 11 kilometres in length, identifying any deficiencies and challenges in terms of road safety along these locations, with recommendations for their resolution.
This report relates to a Stage 6 – Road Safety Appraisal.
This project is in the province of the KwaZulu Natal and falls within the uMvoti Local Municipality in the UMzinyathi District Municipal area.

The section from km 9+000 to 20+000 is sign posted as 40 km/h is generally mountainous with steep gradients and has winding sections. Some parts of this section of the road has poor to bad road surface and visible potholes.
The entire route one lane in each direction with shoulders of approximately less than 1 metre. There are no dedicated turning lanes at major intersections and it was observed that a number of private property accesses are allocated along the route.
The Audit Team is established from members of AG Traffic and Transportation Consultants (Pty) Ltd. The Audit Team have had no detailed involvement with the design of the subject under review.
The audit was carried out in accordance with the South African Road Safety Audit Manual, May 2012. This audit is a Stage 6 Road Safety Audit on an Existing Road as detailed in the Manual.
Whilst reference may be made to certain design standards, where safety may be compromised by a reduction in standard, this report is not intended to provide a design check. The Audit Team has only reported on matters that might have an adverse effect on road safety in the context of the chosen design. No attempt has been made to comment on the justification of the road or the appropriateness of the various elements. Consequently, the Auditors accept no responsibility for the existing layouts or configurations of the infrastructure.
The recommendations in this report refer to a means of overcoming a safety problem or comment. There are likely to be various similar solutions that the Client may consider. In providing the Client’s Response, discussion on possible solutions is expected.
The Client’s response to this Stage 6 - RSA should be formally recorded and reported to the RSA team so that a record of the Audit process is contained in the appropriate file.
