Executive Summary

The National Department of Transport made Road Safety Audits (RSA’s) mandatory and a requirement through the 2017/18 Provincial Road Maintenance Grant (PRMG) as published in the Division of Revenue Act (DoRA). 

The objective of the RSA was to identify road safety issues for different road users that might result in the occurrence of accidents and incidents given the operational characteristics of the road in question.

The Road Safety Audits (Appraisals) were carried out in accordance with industry best practice, and The South African Road Safety Audit Manual (2nd Edition, May 2012).

Scope of works

The scope of works included Stage 6 Road Safety Audits/ Road Safety Appraisals (RSA’s).

The scope of the RSA’s were defined by the KwaZulu-Natal Department of Transport (KZN DoT) and Royal HaskoningDHV (RHDHV), working together in terms of the geographical area and the defined selected network with known “Hot Spot” sections.
